Under the direct supervision of the Movement Operation Officer,the Associate Movement Operations Officer will be responsible for apply basictheoretical knowledge and administrative skills in supporting the execution andcoordination of the resettlement operations and work plans for OperationsAssistants in Movement for timely departures of refugees and migrants to their destinationsin compliance with the required procedures.
Core Functions / Responsibilities:
1.Provide technical andadministrative assistance for the timely delivery, coordination, and implementationof all operations activities in Niger.
2.Liaise with relevant counterpartsin destination countries, embassies, the United Nations High Commissioner forRefugees (UNHCR), and other local authorities on issues related to refugee processingand movement operations in Niger.
3.Closely coordinate movementsrelated to selection mission processing, interviews, visa processing, fullpre-departure activities, and pre-departure orientation where required.Generate movement statistical and narrative reports and submit to thesupervisor at the end of each activity.
4.Review and recommend the endorsem*ntof bills and invoices from transport contractors, and other services providers priorto payment.
5.Draft Terms of Reference TORs,participate in the recruitment of national Operations assistant staff andparticipate in annual staff performance reviews in close coordination with supervisors.
6.Investigate designated Operationbusiness components and recommend improvements.
7.Attend Movement Operations meetingsas requested and draft updates for the supervisor.
8.Monitor coordination ofmovements from camps, with the airport, transit center, medical, and otherpartners as needed and check if compliance and requirements are met. Follow-upfor timely assignment of medical and operations escorts to preflight. Control recordkeeping of pro-flight files, and timely closure of files.
9.Strictly comply with IOM DataSecurity and Privacy guidelines.
10.Track and follow up on the timelypreparation and signature of loan fund forms (Transportation Warrants, PromissoryNotes) as applicable in the Unit.
11.Perform such other duties asmay be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Law, Project Management or Travel, Transportand Logistics or a related field from an accredited academic institution of relevantprofessional experience; or
• University degree in the above fields with two years of relevantprofessional experience.
Experience
• At least two years of work experience at the Airline or travelagency in the area of operations and coordinating the work of others.
• Previous working experience with NGOs or international organizations,is an added advantage.
Skills
• Knowledge of Canadian, European and US IOM resettlement proceduresis an advantage.
• Required IOM functional competencies: effective communicator, successfulnegotiator, creative and analytical thinker, active learner, team player, and cross-culturalfacilitator.
• Accuracy in handling and reporting data, with attention to processesand detail.
• Mature individual and able to work on overtime, when requested andindependently.
• Strong computer skills - Word, Excel and Internet; past experiencewith Movement Operations-related databases and systems (including iGATOR, MiMOSA,SAR and Amadeus) is a distinct advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written).Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluatedduring the selection process, which may include written and/or oral assessments.
